International Launch Services (ILS) is a Reston, Virginia-based company founded in 1995 as a joint venture among Lockheed Martin, Khrunichev State Research and Production Space Center, and RSC Energia, transitioning to full Khrunichev ownership in 2006. ILS holds exclusive worldwide commercial rights to market the Proton Breeze M and Angara 1.2 launch vehicles to satellite operators. The company provides end-to-end services covering contract negotiation, mission management, launch operations, licensing, and on-orbit delivery, and has supported launches for customers in more than 22 countries.
